    The government knew about the Boston bombers but failed to take appropriate action

      That the emphasis shifted from apprehension and conviction to prevention.  This effort leads exactly to the type of domestic spying we're supposed to be fighting today.  The government's job isn't to prevent crime before it happens.  The odds of dying in a terrorist attack are higher than winning the lottery.  Therefore, I demand my privacy back and I'll take my chances.
