He means to force the Republican Senate to go on record again because it was such a financially successful harvest of cash for him last time (as he then folded his children's book and voted with the majority).

He's an ambitious showman, who sees opportunity in loss, who sees advantage in rebellion, who sees that as a junior Senator, his traditional avenue to brokering power won't be his for years, and will squeeze every opportunity he has to make the most of the stage that he has, at this moment.

I think his father believes Ted is ordained by God to become the leader of this nation, and the dutiful son will do his best to find his path there.  If he can secure the Tea Party wing, he can broker a Vice Presidential spot for himself as the "true conservative alternate" to a corporate wing Republican Presidential candidate.  He just has to make sure Rand Paul has no claim on the top spot, and he's smarter than Rand Paul (who also seems to believe he is ordained by God to become President, and a walking idiot).  Whomever was the last runner up on the Republican side statistically becomes their candidate in the next round.  I suspect Cruz is looking at 2024.
