    on "irresponsible" parents when their kids get shot by police?

    Certainly Hooch's owner could have acted better. The proper response to the "loose dogs" complaint would've been to give him a ticket (which Hassani did anyway.) Hassani had dozens of options that didn't involve shooting a service dog. Roughly 99% of the blame belongs to him.

      ...the two when you can tie a child to a tree like you can a dog.  Yea the cop overreacted but he would never have been there if the dog wasn't loose.  And I bet dollars to donuts these dogs were loose often or the neighbors probably wouldn't have called the cops.
