There was a serious proposal to limit voting to property owners way back in the very early days of the country, I believe. Basically to limit voting to the landed gentry, the self-described aristocracy. Its an interesting story. I wish I could remember more of it.

In the early days of the country, in most states, only white male property owners could vote. So, it wasn't a proposal - it was reality!

This was only gradually changed during the early to mid 1800s.  Read up on the "Dorr Rebellion" for more info.

Article 196. Health care is a right of all persons and an obligation of the State, guaranteed through social and economic policies that provide...universal and equitable access to programs and services....

Early voting was limited to property owners, a concept our founders supported. The idea of one man one vote was very frightening to them. In the writings of the time they referred to it as the "tyranny of the majority". They felt that if people who were not property owners could vote they would, over time and through taxation, transfer the wealth of the property owners to the less fortunate in the society.

Special district elections are sometimes based on property value--one vote per dollar of value.
