      car manufacturers invest hundreds of millions building factories in the south in order to avoid established unions/union workers in northern states and avoid paying unions wages and benefits.

        the local politicians offered them a sweeter deal for the land, and VW thought the union thing wouldn't be such a big deal.

        Or maybe the location was selected due to shipping criteria as a fairly central one in the US.

        I don't assume to know the answers, but I assume there can be a variety of issues involved apart from what might seem obvious at first glance.
