      Would the senate get 50 or 60+ votes if Reid brought it to the floor? Interestingly enough back in 2008 Boehner attacked Pelosi for refusing to vote on energy bills that were arguably supported by 218 representatives, but not by most Democrats.

      This shows one thing: someone has to decide what is debated on the floor, and leadership has that authority. There is simply not enough time for Congress to debate each of the 10,000 bills introduced every session.
