Superpole is saying something different than that Mideast people don't deserve democracy; rather, the modus operandi ever since the end of colonialism and the collapse of the Ottoman Empire has been for the strongmen rulers in the Mideast to divide people within ill-designed states by sect; to create nearly a dozen Yugoslavias, and Yugoslavia was only governable because Tito violently suppressed the people.

Iraq can never function as currently constituted unless it's broken up into its contingent parts (which imho is highly unlikely because of the fact that such a division would destabilize too many stables countries, including Turkey and Iran) or perhaps if Iraq spends 35 years of introspection and waiting for the culture warriors to grow old and die, a la postwar Germany.  I'm not seeing either as particularly likely.
