    is what whoever gets elected does.  What they did in the past may well be overlooked provided they don't repeat much of it.

    You couldn't become prominent or successful in Ukraine in the past 20 years without being party to some very cynical dealings and corruption.   The basic factors underlying corruption- a culture of lawlessness, the pressures of poverty and desires to avoid poverty- don't disappear entirely at once.

      with a slight modification.. it works equally well for the Western Bloc:

      American corruption just covers itself with better marketing and more paperwork.

      The 1% are Purists: They only support Candidates that Deliver Results They Can Bank On. Don't they know they should compromise? /sarcasm
