    Basically if a community has >50% of its population work elsewhere.  Sometimes it's easy to determine (only one major core city), but other times in more developed areas, there is a lot of suburb to suburb traffic which can muddle things.  Even in the latter case, however, the core city usually attracts the most commuters.

      The threshold to be constituted as "suburban" (i.e. part of a metropolitan statistical area ("MSA")) is only 25% of its commuters to another county.
