    needs to be concerned about Ukraine. So, too, does anyone concerned that America's word should stand for something in the world.

    Ukraine gave up its nuclear weapons in exchange for undertakings by the Russian Federation, the United Kingdom, and the United States to, among other things, respect Ukraine's sovereignty and territorial integrity, and not to threaten or use force against it.

    One lesson nuclear and near-nuclear armed countries may draw from Putin's most recent imperialist adventure is that they're safer keeping their nuclear weapons than bargaining them away.

    Another lesson countries may draw is that it's folly to rely on promises from the United States.

    None of this should be understand as support for a military response to Russia's seizure of the Crimea. But neither should we simply stand by idly, especially in the run up to what we hope, and Putin doubtless fears, will be free and fair elections in Ukraine on May 25.
