    I think this is the right approach, but it needs to be done through popular referendum and the right of people to self-determination, not through force as Russia is currently doing.

      To prevent groups from trying to load the demographic dice with terrorism and ethnic cleansing before the referendum and then to make people accept the results of the referendum - everyone's for a partition until they discover that it's their land that got handed over - if only by keeping the peace as millions of resentful people "voluntarily" relocate.  Maybe Russian and NATO troops operating in pairs throughout the major population centers and along the transit routes?  Everybody keeping an eye on everyone else so nobody thinks they can start something and get away with it.

      Domestic politics is the continuation of civil war by other means.
