      As governor he was very liberal, in fact, his conservative opponents accused him of trying to out-New Deal the New Deal. When he ran for AG in 1938 he cross-filed to run as a Republican, Democrat and Progressive and won all three primaries. When he ran for governor he cross-filed as a Republican and Democrat.  

      He raised gas taxes, advocated for a form of universal health care, launched initiatives for low income housing, favored big public works projects, had record budgets, gave teachers pay raises and was a noted conservationist. He even opposed dog tracks on animal welfare grounds.
