All dollars originate with the federal Treasury. There are no state dollars or other forms of commonly recognized currency. So, when a state refuses a distribution of dollars to its citizens, it is simply depriving them of a useful tool and, in the long run, making them dependent on the caprice and whim of people who have been given exclusive access to the resources on which all people depend to survive (food, water and shelter from the elements).
The pretense that dollars are defined by whoever collected and distributed them last enables politicians such as Christie to take credit for their distribution and shift blame when they are refused. It also serves to disguise caprice as prudence and concern.
Medicare and federal pensions paid directly to individual citizens and care providers are mainly anathema to local power brokers because their ability to manipulate these funds has been circumvented. Every Social Security check and payment for medical care represents a lost opportunity to control the local population. That Obamacare is a power grab is a half truth. What is left out of the charge is that power is being taken from local public officials and given back to the people. Even when the dollars flow through insurance adjusters, the local poobahs are cut out of the loop. "Power to the people" has a history which precludes the phrase from being used in public discourse. But, that is the subtext when President Obama is accused of being both weak (for doing the will of the people) and power-grabbing. What's not being admitted is that power is being stripped from the ruling elites.
If you wonder how that can be since they are still accumulating tons of money, just keep in mind that money is worthless, unless it is spent. Sitting on a pile of money may make some people feel important, but then so does sitting on the throne.
