the last budget proposes major reductions in troop forces, and one and a half of his major foreign policy achievements relates to nuclear disarmament -- treaty with Russia, negotiations with Iran.

    Difficult, difficult, lemon difficult.

"U.S.-Soviet tensions largely on America's war mentality and the twisted logic of the Cold War,"
Was true. We had intercepts of Soviet underwater cables, wiretaps of headquarters, etc. All confirmed that the Soviets did not want to fight us at all.
But, we kept up the pressure with everything short of full scale war.

Were I emperor for a day, we'd have precisely one nuke. It would be fixed and a deterrent.
It would be a cobalt bomb, nuke us to try to force our surrender, we detonate it and everyone loses.

...Soviet Russia was doomed to failure, because instead of a communism it became an oligarchy that oppressed its people and stripped them of every cent they had, then blew them on their military and ruling classes, to the point where it bankrupted them.

Sadder still, the United States is well on its way to becoming a single-party oligarchy as well, where all the money funnels upward to the "rulers", while the rest of the people slave away in abject poverty.
