      17K? And what would happen in case of spill? We've seen these companies don't like to take responsibility for the messes they make. BP just tried to get out of their gulf settlement. Didn't the West Virginia chem spill company declare bankruptcy? We'll rake in billions but when it comes time for a payout, oops! Nowhere to be found.
