Programs implemented in the US along those same lines.  The problem is: schools get big money from big corporations like Coke, Pepsi, Pizza Hut, Subway, etc.

Wean them on "the good stuff." Advertise everywhere so it feels okay to advertise everywhere. Make it normal. Make it everyday. Treat it like your home away from home.

the schools get any money from any of these corporations, and soft drinks only, is if they ALLOW vending machines to be placed in the dining room and hallways.  Even so, many of those machines no longer have a large selection of soft drinks,  but are well stocked with milk and milk based drinks.  Also, many of those vending machines are locked down during school hours, only accessible before and after school, and for extra-curricular events.
