    But I don't understand why the "solution" wasn't to build the 3 foot pipeline parallel to the existing pipe that runs from Hardisty to Steele City? Still abysmal for emissions, but avoids a great deal of the Ogallala aquifer, thus removing aquifer farmers as a political roadblock.

    It's as if the Carbon Merchants want to risk fouling the aquifer just to see it happen.
