    My guess is that nationally it's somewhere around 50/50 at this point.

    I suppose it could be around 27%, but even if it is, that would be a blind squirrel luck on McKinsey's part.

      Because if the extremely high insurance cost in NY, only 17,000 people had individual insurance in NY while 2.6 million were uninsured.

       So in NY there are only a very tiny number of people who can go from the preACA individual private insurance to ACA ( the 17,000) while there are up to 2.6 million who the exchange can make newly insured.
