    ...I'm not sure how this gets enforced.  Can the court directly mandate the state treasury pay certain bills even if not authorized by the legislative budget?

    •  What they've done before... (0+ / 0-) close the schools until they are properly funded. Generally the legislature gets the hint in under a week.

      This is a baffling, longstanding problem in the reddest parts of Kansas. Small towns and rural areas elect legislators who seem eager to choke the life out of small towns and rural areas. That the most successful school district in the state are in wealthy Johnson County, which has the tax base to support proper funding, is lost on them.
