      You can see the happy joyful faces of school children who had the "privilege" of working in the lunchroom in order to get a free meal, in photos from this New York Times article dated Jan. 12, 1913.  At that time it was actually a step in the right direction, an attempt by progressives to pay for a program in order to force government to take responsibility for feeding poor children:

      SCHOOL LUNCH PROBLEM, SOLVED, NOW STRIKES A SNAG; After Five Years of Experiment with Remarkable Results, the Committee in Charge of the Work Will Give It Up Unless City Takes It Over and Extends It to Other Schools.

        lots of war stories from when she was a young teacher in Chicago breaking the law to feed hungry children.  She had some financial support from her husband who had a car dealership and moral support from her principal, who realized quickly that children who got decent food to eat at school did better at schoolwork than hungry children did.
