    They could have meant different things. Tenet obviously did less to protect his employees from political interference with their analytical tasks than previous CIA heads had done; everyone remembers the tales of Cheney, et al., badgering analysts who refused to give them the answers that they wanted to hear. In that respect, certainly, what McGovern said would be inarguable.

    On the other hand, it is quite possible that Tenet was every bit as protective of his employees lives as any other Director has been.

    It's also worth noting that, for better or worse, there were no purges in the CIA as a result of the whole Iraq WMD fiasco. While he was busy falling on his sword for the Bush Administration, he also fell on his sword for the Agency. That's an important type of protection right there.
