    since the 1990's, why hasn't a permanent revised spending formula been enacted before now?  Republicans in congress had the power to reform this formula during most of the last decade with no need for Democratic agreement; do they not want a permanent fix?  If not, why not?

      Administrations of every party love to assume the lower reimbursement rates for their budget projections even though they know the fix will be done.

      Like so many things in Congress, there is an agreement it needs to be permanently fixed, but they can't figure out how to pay for the permanent fix.
