    It's not that he's pro UPK.  It's that he's against BdBs millionaires tax - which is extremely popular in the city.

    So he had to find a way to sink the tax, and offering up a small amount of state money for UPK in NYC was it.

    If Cuomo actually liked UPK, he'd have been talking about it for ages.  He never said a peep about it until BdB looked like he was going to win on his UPK/millionaires tax platform.

    It's all political strategy for Cuomo.  Notice the amount he offered in total to fund UPK statewide is less than BdB estimates that just NYC will need to fund it's program - and what he offered isn't permanent - it has a 5 year sunset.

    That is not the plan of a UPK supporter.  That is the plan of a pol making a political calculus to block something that extremely popular amongst a group of voters that largely support them, but not wanting to lose that voter support.  It's distraction.

      That won't happen.

      Meanwhile his girlfriend is running out of steam as a cover. No way he makes it to 2020 as a viable presidential candidate. Or to 2016 for V.P.

        If he's still in office when the sunset comes up, he can either get it extended or claim it's not his fault the legislature didn't extend it and stick the school districts with the bill - just like the state stuck the counties with the Medicaid bills.

        The sunset exists for one reason:  fucking with out year budgeting.  A 5 year sunset means that the Division of Budget can ignore the cost of that spending in it's long term budget forecasting, making it look like the state will be running a bigger surplus (or less of a deficit) than it really will, all of this of course attributed to Cuomos leadership.

        That's why NY has so many programs with sunset dates - pure budgeting gimmicky.

        Obviously, I've spent WAYYY too much time in Albany...  LOL
