Laws are like science in that they deal with what can be proven. You can't make an enforceable law based on the presence of a soul unless you can detect whether it's there or not. You can make a law that indirectly deals with something like the soul by assuming a link to something else that can be detected.

The Christian bible follows the belief that the soul can be correlated with breath; if you are breathing, you have a soul. Modern Christianists seem to be correlating a soul with unique DNA. Once your genetic heritage is determined by a fretilized egg, you have a soul. Both are assumptions designed to link something that cannot be detected with something that can be.
