Greg Woolf's Becoming Roman: the Origins of Provincial Civilization in Gaul (Cambridge 1998) and Cliff Ando's Imperial Ideology and Provincial Loyalty in the Roman Empire (Berkeley 2000). These two works are representative of significant changes in the way that classicists, ancient historians and archaeologists now think about and problematize Roman imperium.

You're hinting at the fundamental question of how the process of "Romanization" worked, a question that must be answered in terms of both general empire-wide phenomena and also in terms of the unique conditions within individual provinces. Thorny stuff.
