    It's just an actual navy memo prepared without the proper sign-off by command (If the unnamed sources in the article are correct.)  They signed a recent date to it, after all.

    Still, whoever wrote it may very well face discipline.

      Issuing something on Navy letterhead without proper sign-off. I don't know what the law specifies in this case, but back when I was a practicing attorney, we were absolutely forbidden from using firm letterhead for anything other than client business, and punishment would have been stern. I have to imagine the military's rules are even stricter in this regard.

      but if the official spokesperson for the Navy won't comment on a circulating document that it

      can't authenticate
      you cannot claim it's "an actual navy memo", anymore than it can be claimed that a document the US Army
      can't authenticate
      is an actual army memo.  

      If someone uses WH stationary and writes a memo that declares War on Russia, a memo that is not authorized by the WH, then, it's a forgery.

      The unauthorized "authored" should be severely punished.  The US Military is not supposed to be a political arm of one individual candidate for Senate in Nebraska.
