    products derived from off-shore oil wells generate about $900 million to distribute to the states and local governments for such purposes -- if Congress doesn't ration, redirect, or sequester the funds.

    There's lots of money. What's scarce is the willingness to spend it for something other than getting votes to secure tenure in office for elected bureaucrats.

      it was in the President's budget though and I posted about it here.

      A good thing about PR funds is the way they are structured they can only be used for conservation purposes.
