    Russia can leave millions in Europe in the cold if they turn off the natural gas pipelines - disrupting those markets globally as well.  Regional?  A lot further than Chechnya.

    Russia has announced they are building new bases in South America.

    And, last but not least, Russia has become more of a player in the Middle East.

    $2 Billion weapons deal with Egypt.  Russia brokered the Syrian deal as well as the Iranian nuclear negotiations.

    While Russia's economic influence has waned considerably, they still remain a global player (if not exactly a power) to be reckoned with, IMHO.  And, as the US retreats, Russia steps in.

      Remember the massive price spike set off in 2011 by the Libyan Revolution?

      I doubt you'd claim Libya was a global power.

      Switzerland frequently brokers diplomatic deals. Portugal brokered the deal between Indonesia and East Timor. Is Switzerland a global power? Is Portugal?

      There are ways that nations that aren't global powers can operate on the world stage; as I said, though, the defining characteristic revolves around being able to use power to achieve national goals.

      It is true that Russia is seeking to return to a position as a global superpower, as the USSR was for about 40 years. The relationship it's cultivating with Venezuela and Egypt are examples of that, as is it's attempt to maintain its client in Syria. And yet, while you can cite places in which Russia is attempting to build up its influence, you weren't able to cite any examples of it using that influence in the promotion of its national goals.

      The sole example of that I can come up with is Russia's UN Security Council seat, and that is a formal holdover from the days when the USSR really was as global power.

      Europe they'd cut off their main source of revenue.  Double-edged sword.
