    it looks like they're contrasting his short height with his large stature in the criminal underworld.
    But that's just my interpretation of it.

      Grandmother had given him: "shrimp boy."

      He was tiny when he was born apparently.

      The comment was a little off. I could see them making it about an Italian-, Mexican-  or African-American man.

      Would they have the audacity to say the same thing about an adult  WASP dude?

      I'm not sure they would.

      It felt like a statement steeped in privilege.

      but it doesn't necessarily come across that way. Then again, context (such as the "Shrimp Boy" nickname that other Chinatown mobsters knew him by) might rescue it.
