    Wal-mart doesn't order managers to steal employee wages, they just make it economically impossible for managers to meet quotas without doing so.  The culpability lies within Walmart corporate structure, not with any particular individual.

    And even in cases where the thug did order the crime, overcoming "plausible deniability" can be difficult enough to intimidate prosecutors into backing off.  Why put your 96% win ratio at risk on a case with only an 80% chance of winning, and piss off the money class at the same time?
