    The building does not belong to them, so they should go.  

    The government of Donetsk is functioning;  they're not using their building at the moment.

      It is their building. In theory, citizens own the structures of State, not the State.

        ...but Abraham Lincoln properly understood that "the people" who owned it were the whole of the people of the United States, not just the people of a state that decided to turn traitor because they were afraid they'd have to stop enslaving others.
