    they steal vast sums from whole swathes of society, I have a feeling that person would see more than fines and payback.

    I bet there's an agreement signed somewhere that BoA doesn't have to admit guilt.

    And wait a minute! Who distributes the refunds? BoA? What, they're so honest that later when they show a regulator some accounting printouts marked "PAID" that means everyone actually got the refund?

    How do you refund 'missed opportunity' costs, anyway?
