    by the cops because they have to leave the safety of their cage to intercept them. There is some retraining needed.
    When your community has budget hearings, go in when the police budget is up for review and suggest they provide more money for training in civil behavior and the law.
    Teaching some of them to write more accurate reports wouldn't hurt either.
    It's not the kind of input they expect, so it will get some attention.

    But, it's a constant issue.  If nobody's paying attention, they slack off.
    The spouse and I used to take early morning walks (4:00 AM) to an all night diner. After a while, two thirds of the cops and sheriff's deputies suddenly finished their break when we walked in.
    Do we really need all those cops on patrol if eight or ten of them can be on break at the same time?
