    I lived in Seoul for 3 years in the 90s. They caught a NK sailor in a small boat off the West Coast. He was a full grown man the size of a normal 12 year old in SK. He was returned at his request. In another case I heard a story about a tiny NK woman offered a bag of candy by her normal sized relative from SK. She turned it down saying he should give it to the children the Americans were starving in SK. At the time I was there they had had 12 years of prosperity so the only people I saw as tall as me, at 6', were junior high students on the subway. Of course the woman had to believe she lived in a workers paradise, or else.

      ran a fascinating feature on North Korea's "Little Sparrows". I've never forgotten it.

      I couldn't find that article (sad, it is well worth a reread) but this one also mentions about them.

      "It, (North Korea), is populated by the children of a 1990s famine, malnourished orphans with oversized heads who never grew. It is forbidden to use the orphans’ nickname: kotchebi, or “little sparrows,” a reference to their habit of flitting around in the dirt looking for crumbs to eat."

        2 weeks later the typhoon hit the North. Wiped out their agriculture. The next year a NK sub was caught off the East coast. They found Quaker food stuff in the boat stolen from humanitarian aid for military purposes. The sub was empty but later they found 12 sailor bodies in a circle on a mountain top all shot through the head. They open beaches for about 2 months, the rest of the year it is all barb wire.

        When East Germany joined with West Germany they were a quarter of the size with a quarter of the economy of the West.  That was bad enough to overcome but the Korean figures are far worse. NK is half the population of the South with 10% of the economy. Also the stunted sem-istarved and most likely retarded through malnurishment population of the North are lacking in skills and knowledge other than the workers  paradise idea drilled into them their entire life.
