    but I imagine it includes a great many people otherwise eligible for Medicaid under the ACA whose states blocked the expansion.

      That 30 million uninsured through 2024 doesn't make sense to me. More and more people will sign up in future ACA enrollment periods (and I believe that more and more red states will have to expand Medicaid due to voter pressure) - surely the number of uninsured will drop well below 10% of the population in 10 years??

      Wonder how the CBO came up with that projection?

        and other excluded groups -- prisoners, temporary residents like international students, I forget who else. Add to that the people who refuse on ideological grounds, and the people who don't get around to it, and the people who fall in the various gaps where they can't afford coverage but can't qualify for the subsidies either.

        I agree that the percentage should be able to get down below 10% -- I think Massachusetts was at about 4% pre-ACA -- but it will never get to zero the way the law is currently structured.
