    So if they are not welcome
    they are not allowed or permitted
    You're making those two absolutely equivalent, and they're just not.  "Welcome" is what's-his-name's description of how he thinks New Yorkers feel about it, or should feel.   "Permitted" is a matter of laws, statutes, licenses, and so on.   If he is proposing to make it illegal to open a ChikFilA within those boundaries, yes, he's gone too far.  If he is expressing emotional opposition, then he hasnt't.

      who did equate them, or at least closely compare them.

      But as to the slight difference, you're absolutely right. We do not owe it to them that they feel welcome, but we do have to permit them.
