    sagebrush rebellion types introduced legislation to end this law.  Even GWB used it to create a 140,000 square mile national marine reserve on some very small, uninhabited Hawaiian islets and surrounding waters.  My cynical side said this proved that there was no oil under the Hawaiian Islands.  Bottom line, as you said, nearly every president has used this power, and the nation is better for it.

      Obamacare, the attempt to kill the AA is DOA in the Senate.  Obama would certainly veto it if it reached his desk.Bush used the act in 2008 to set aside areas in the Aleutians as part of the Valor in the Pacific NM, it was the first use of the act in the state since the Alaska National Interests lands conversation Act (ANILCA) was passed in 1980. Bush also set aside the Marianas Trench(which borders the Marianas islands and Guam and contains the deepest point on Earth)  a couple weeks before leaving office, as a "midnight monument". Clinton also set aside a bunch of areas in his last days in office in 2001. since the Park Service is celebrating its 100th anniversary in 2016, I figure a lot of areas will be set aside as monuments to mark the occasion, similar to what happened in the mid-60s with the 50th anniversary.
