  •  Yes, without an employer plan they are individuals (9+ / 0-)

    and thus must sign up on the individual market or face a penalty in 2014. The employer penalty will kick in at 2015 and then, if the employer chooses the penalty over coverage the worker must sign up again as an individual or face penalty. It is ultimately the individual's responsibility to be insured.

      to turn the $2,000 penalty into a subsidy for each employee to buy their own insurance via the Exchanges?
      But I guess the premiums would be more than $2K annually for some employees.....
