    War I, and what triggered that was Saddam's aggression against a neighbouring country. He was given chance after chance to pull out, pay reparations and apologize, but thought that the will to force him out of Kuwait wasn't there.

    He learned otherwise. And after Gulf War I, the sanctions crippled the Iraqi economy. Again, Saddam could have eased them by helping the weapons inspectors, but declined to do so until the prospect of an invasion brought him to his senses.
