    during WW2, either- during times when the constant threat of German spies, insurgents and other infiltrators weighed heavily on the British government because of their proximity to a hostile Europe.

    A couple volumes back in the same work I've been studying, Churchill had received reports of local police gathering up people and incarcerating them via profiling. He subsequently sent a very abrasive letter to the Yard, castigating them for profiling Danish and French refugees and admonishing them to enforce the law - not propagate fear. He then demanded a hard count of people in "gaol" and expected an audience with local officials to explain their actions to him personally.

    He was very much a "hands-on" leader.

    Times have changed, all right.
