    the hard truth is that two sites (netflix and youtube) account for more than 50% of the down stream traffic on average.

    That's to an extent pretty absurd.

    On the other hand you have the ISPs that have taken billions for fiber, create virtual monoplies etc etc.

    I'm not really too thrilled with either 'stance' right now. The fact is that we pay some of the highest rates per mb/s and in many cases with out a single choice.

    That's unacceptable but it's also not something we can just fix immediately. Google only now 2 whole years after 'rolling out' fiber is really starting to expand in the Kansas City area. In another decade it might have snowballed but change on this issue is going to be slow because since Reagan we have had this mess.

    I don't really have a problem with this rule provided there is some base level expectation of service. Though I'd really personally prefer Congress to lead the way but that's not going to happen anytime soon.
