      It's clearly worth next to nothing, on a case to case basis, in my opinion, and the utility clearly wants to over bill every customer possible. This is a battle that clearly needs to be fought in every rate case, everywhere.

      There can be no protection locally if we're content to ignore the fact that there are no controls globally.

      of a sense of "fairness".

      There's no limit to how much of your money you want.  Period.

      They pay moderately intelligent and completely ethically bankrupt people a lot of money to try to think up excuses for taking your money that will appeal to your basic sense of fairness, but they haven't got such a sense themselves.
