    For enterprises and government agencies that are stuck in vulnerable operating systems and browsers, it's not.  It's difficult enough to get a simple, low risk change through Change Management Committees, and then you have to have a change window to work with.  In a large, 24 X 7 X 365 enterprise, scheduling a fairly risk free mainframe IPL can take months.

    Re-doing your enterprise architecture to upgrade internal browser based apps to run in an environment other than IE8?  Try years.
