If you read the linked propaganda piece, you would see that a major contributor is the conversion from oil to gas -- fracked gas.

the expansion of the regional natural gas supply and local gas distribution infrastructure operated by Con Edison and National Grid has encouraged buildings to save money and reduce emissions by converting to natural gas
There are dozens of big apartment buildings in my neighborhood alone that have converted, and dozens more that have committed to convert as soon as Con Ed lays the pipes.

And Bloomberg isn't going to take credit for the conversion of the electric generation plants -- like the huge Ravenswood generating station formerly known as "Big Allis" from coal to dual fuel (natural gas and kerosene) because he didn't have anything to do with it. The owner did it because coal faces more and more strict regs, and gas is now cheaper thanks to fracking. Today it mostly uses gas.

(Bizarre note: The Ravenswood facility is now owned by the very same company, TransCanada, that is trying to build the Keystone XL pipeline.)
