    Very long story short: the "administrative state" is when government that does anything other than punish [theoretically impossible] violations of "natural law" (which exists before people and irrespective of their needs and desires) because so-called "positive freedom" - freedom to - rules out positive governance.

    In Scalia's world, the only legitimate way to reduce pollution is the way that doesn't actually require pollution to go down - i.e. no action by any entity other than those who pollute - but it will anyway because I don't think even he knows ... or cares.

    Domestic politics is the continuation of civil war by other means.
