    In D.C. this same scheme has happened many times over.  The Washington  Post uncovered last year, many homeowners most of which were poor and elderly owners, homes were auctioned off for owing small debts. What it came down to was the administration was asleep at the wheel,didn't know that once the decision to auction was made the owner had no recourse,even when mistakes had been made, including mistakes made by the city itself.  

    The city had to suspend the entire process, because of the mess.  They don't what to do about residents who homes were taken in error or how to penalize investors who submitted suspect documentation in order to obtain these properties.
