        I used to be a maintenance engineer at a coal-fired power plant built in 1974.  The plant had two 700-foot high stacks and at the base of each stack was an extra flue gas flange connection.  "What's that flange for?"  I asked.  "For the scrubbers we're going to be forced to install one of these years" was the answer.  The scrubbers were finally installed in 2006.  Wouldn't it have been better if the plant owners were proactive instead of wanting to fight the regulations every step of the way?  
         Power companies are conservative strongholds.  Greed drives every decision they ever make.  And they really don't think of their shareholders.  They think only in maximizing profit.  And if they can delay installing equipment that helps protect the environment, they move heaven and earth to make that delay possible.   I once had a plant manager tell me he wasn't interested in pollution from his plant.  "I have a whole floor of people at headquarters to fight those tree-hugger problems for me.  My job is to make megawatts."
