    Wouldn't the newspaper therefore also be a government newspaper and not permitted to censor student speech?

      Otherwise some smart-assed nitwit seeking 15 minutes of fame would expect the school newspaper to publish his curse-filled LTE about nothing. Censoring a word or phrase is standard practice and should remain so despite the screeching of self-righteous school board members and bloviating parents of spoiled football players.
