“We have never invested as much in public education as we should have,” Harris-Perry said, “because we've always had kind of a private notion of children: ‘Your kid is yours, and totally your responsibility.’”
To a large degree we still consider children property. It's one of the reason's why parents are permitted to give their young children guns. It's one reason why parents are allowed to leave their guns unsecured and not be prosecuted for child endangerment or manslaughter when one of their kids shoots someone.

It seems to me that most of the time, when they do prosecute an adult who leaves a gun where children can find it, it's only because the adult was already a convicted felon, who was already prohibited from owning a gun.

Domestic abusers convicted of a domestic violence misdemeanor or subject to a protective order are prohibited from owning guns under federal law.

But most jurisdictions rely on the abuser to voluntarily comply. Our failure to protect the victims, mostly women and children is rooted in the notion that women and children are still in many respects, a man's property.
