    Social security did not originally cover state workers because of federalism issues.  Under a law passed in the 50s (or maybe 40s) state and local governments and instrumentalites could opt in to Social Security under a "Section 218" agreement.  Later, state and local workers were required to be covered if they weren't covered by a state pension plan.
